The Anguttara Nikaya states that these karmic outcomes are felt either in the present life (referred to as "dittadhammika" in Pali) or in future lives (referred to as "samparāyika" in Pali). Statement 2 is correct- Buddha believes in rebirth. Buddhists think that when a person dies, they'll come back as something different.
